Permits

Who issues them here.

Permit fees, forms & process

Any new system or major repair in Lewis County needs a permit before construction starts. This county’s full guide is still in production — the authority contact is the official source in the meantime.

Local rules

What’s different in Lewis County.

Four things decide what you can build and what it costs: zoning, environmental protections, power for aerobic systems, and the ground itself. We publish each one only where we have checked it — and say so plainly where the answer is “same as the rest of Missouri”.

Zoning & land use

There is no local septic authority in Lewis County. The DHSS Onsite Wastewater Treatment Program in Jefferson City issues the construction permit itself, against the statewide standard in 19 CSR 20-3.060, because no city or county here has adopted that standard by order or ordinance. RSMo 701.031 exempts a single-family lot of three acres or more from state permitting, with conditions.

Also: Missouri Revised Statutes section 701.040(1) - city or county governments may adopt the state standard by order or ordinance, and where none has, the department of health and senior services enforces it - read with section 701.047, which permits a city or county to adopt standards more restrictive than the state's ↗ · retrieved Sep 1, 2026

Environmental protections

Nothing in Lewis County changes this. Missouri’s protected-water designations do not change what a household septic system may do. Outstanding National and State Resource Waters, the metropolitan no-discharge streams, the losing streams and Lake Taneycomo are all defined in the Clean Water Commission’s water quality standards (10 CSR 20-7.031), and every one of them attaches to a permitted discharge or a department approval — which an absorption field serving a single home under 3,000 gallons a day is not. The rule that does bind is statewide and keyed to a physical feature rather than to a water body: an absorption field sits at least 100 feet, and a sewage tank at least 50 feet, from the topographic drainage of a sinkhole (19 CSR 20-3.060). Where that matters in a given county is in its geology notes, because that is where the sinkhole measurement is.

How Missouri permitting works

Checked against Missouri Clean Water Commission, 10 CSR 20-7.031 Water Quality Standards, sections (8) Outstanding National Resource Waters, (9) Outstanding State Resources Waters, (10) Lake Taneycomo and (13) Losing Streams, with Tables D, E and F, as published by the Missouri Secretary of State (Code of State Regulations, 9/30/23) ↗ · retrieved Sep 1, 2026

Also: Missouri Department of Health and Senior Services, 19 CSR 20-3.060 Minimum Construction Standards for On-Site Sewage Disposal Systems, definition 54 (setbacks of 100 feet for a disposal field and 50 feet for a sewage tank from the topographic drainage of a sinkhole) and definition 55 (sinkhole) ↗ · retrieved Sep 1, 2026

Geology & soil

Subsoil that percolates too slowly is the governing constraint in Lewis County, on 90.5% of the soils Missouri's own NRCS septic suitability rule rates, with a seasonal high water table next at 80.5%. The rule puts 76.4% of the county in its unsuitable class for a conventional absorption field. 62.2% of those soils shrink and swell enough to move a trench line, which is the Central Mississippi Valley wooded slopes pattern.
