Pennsylvania permits on-lot systems under Act 537 through its ~2,560 municipalities and joint local agencies, each using certified Sewage Enforcement Officers (SEOs) under DEP oversight. Several counties consolidate: county health departments in Allegheny, Bucks, Chester, Delaware, Erie and Montgomery, and county sewage agencies elsewhere. Delaware County is the newest and the least uniform, its health department issuing on-lot permits since June 2023 while thirteen municipalities kept their own programs. What we can and can’t tell you yet

Every county above has its permitting authority and the rules that apply there. Verified provider listings are thinner: we only list a company once we’ve matched it to a current PA DEP registration, so many counties show none yet.
