Under Act 537 a municipality may administer on-lot permits itself, through its own certified Sewage Enforcement Officer. These do — so the application, the fee and the inspection come from your own township or borough office rather than a county department:

Zoning & land use
The York County Planning Commission administers a county subdivision and land development ordinance under the Municipalities Planning Code, which reaches municipalities that have not adopted one of their own; the Commission also reviews plans filed under municipal ordinances. On sewage there is no county layer at all — DEP's service tabulation lists all 71 York County municipalities as running their own Act 537 program, so the permit comes from the township or borough.
UNT 08187, Rambo Run are carried on DEP's Chapter 93 drainage lists as Exceptional Value, and 5 further York entries are High Quality. A lot draining to one of them loses the § 71.51(b) planning exemption: the sewage module goes to the municipality and then to DEP, which is a second reviewer and a longer clock rather than a different septic system. Check your own stream on the drainage list before assuming the ordinary path.
The dominant constraint here is slow-percolating subsoil below 12 inches (60.1% of rated soils), followed by bedrock within 60 inches of the surface (48.5%). NRCS rates 70.3% of rated ground very limited for a conventional in-ground trench, 37.4% for a sand mound and 19.6% for drip irrigation -- where conventional is out, drip is often the system that works.
