What’s different in Dauphin County.

Four things decide what you can build and what it costs: zoning, environmental protections, power for aerobic systems, and the ground itself. We publish each one only where we have checked it — and say so plainly where the answer is “same as the rest of Pennsylvania”.

Zoning & land use

Dauphin County has its own subdivision and land development ordinance, effective June 2011, administered by the Dauphin County Planning Commission with staff from the Tri-County Regional Planning Commission. Under the Municipalities Planning Code it reaches municipalities that have not adopted one of their own. On sewage the county layer is empty: DEP's service tabulation lists all 40 Dauphin County municipalities as running their own Act 537 program, so the permit is a township or borough matter.

Environmental protections

Rattling Creek is carried on DEP's Chapter 93 drainage lists as Exceptional Value, and 4 further Dauphin entries are High Quality. A lot draining to one of them loses the § 71.51(b) planning exemption: the sewage module goes to the municipality and then to DEP, which is a second reviewer and a longer clock rather than a different septic system. Check your own stream on the drainage list before assuming the ordinary path.

Geology & soil

The dominant constraint here is bedrock within 60 inches of the surface (65.4% of rated soils), followed by slow-percolating subsoil below 12 inches (32.3%). NRCS rates 89.9% of rated ground very limited for a conventional in-ground trench, 50.8% for a sand mound and 29.8% for drip irrigation -- where conventional is out, drip is often the system that works.
