Alabama licenses the septic trades statewide through the Alabama Onsite Wastewater Board and issues the permits locally. ADPH writes one rulebook for the whole state — Ala. Admin. Code ch. 420-3-1, revised 13 February 2023 — and the county health department issues the Permit to Install (Repair) before any work starts (r. 420-3-1-.06(1)). All 67 counties are covered by their own county health department. A county board of health may adopt requirements stricter than the state’s (r. 420-3-1-.68(2)), and health approval is not zoning approval: the same rule says approval by ADPH or the county “does not constitute or imply approval by a municipality, county, or other entity having planning, zoning, or other legal jurisdiction” (r. 420-3-1-.68(1)).
