In Elmore County that is the ADPH-operated Elmore County Health Department, which reviews the site, issues the Permit to Install and signs the Approval for Use. Environmental protections

Nothing in Elmore County changes this. Alabama’s separation distances are statewide and tabulated: Rule 420-3-1-.65(1) sets the minimum setbacks from wells, surface water, property lines, foundations and sinkholes for the disposal field, the tank and every other component, in Table 4 of the chapter. Karst is the limitation the rule text singles out — a site with caves, sinkholes or similar depressions within 300 feet of the disposal field that are likely to be affected is rated extreme, and no part of a system may sit within 50 feet of a sinkhole rim (r. 420-3-1-.38(5)).

Subsoil that percolates too slowly is the governing constraint in Elmore County, on 41.6% of the soils NRCS rates for a septic field, with a seasonal high water table next at 31.8%. Coastal Plain ground: the annual minimum water-table depth is 18 inches or less on 20% of those rated soils and six inches or less on 17%, and 20% is flood-prone. Very limited is a design constraint here, not a ban.
