Zoning & land use
Bedford County publishes a table of every municipality's land-use ordinances, and it settles this: of the county's 37 municipalities, 30 have their own subdivision and land development ordinance, one has zoning, and the county column reads zero — there is no county SALDO and no county zoning. So lot size and setbacks come from the municipality. On sewage, DEP's tabulation puts 14 of the 38 municipalities under the Bedford County Township & Borough Sanitary Corporation.
Cove Creek, West Branch Sideling Hill Creek, East Branch Sideling Hill Creek are carried on DEP's Chapter 93 drainage lists as Exceptional Value, and 18 further Bedford entries are High Quality. A lot draining to one of them loses the § 71.51(b) planning exemption: the sewage module goes to the municipality and then to DEP, which is a second reviewer and a longer clock rather than a different septic system. Check your own stream on the drainage list before assuming the ordinary path.
The dominant constraint here is bedrock within 60 inches of the surface (54.4% of rated soils), followed by slope (48.4%). NRCS rates 89.5% of rated ground very limited for a conventional in-ground trench, 71.8% for a sand mound and 56.1% for drip irrigation -- where conventional is out, drip is often the system that works.
