Permits

Who issues them here.

Your township or borough

34 municipalities run their own Act 537 programme here

Under Act 537 a municipality may administer on-lot permits itself, through its own certified Sewage Enforcement Officer. These do — so the application, the fee and the inspection come from your own township or borough office rather than a county department:

Abbottstown Borough · Arendtsville Borough · Bendersville Borough · Berwick Township · Biglerville Borough · Bonneauville Borough · Butler Township · Carroll Valley Borough · Conewago Township · Cumberland Township · East Berlin Borough · Fairfield Borough · Franklin Township · Freedom Township · Germany Township · Gettysburg Borough · Hamilton Township · Hamiltonban Township · Highland Township · Huntington Township · Latimore Township · Liberty Township · Littlestown Borough · McSherrystown Borough · Menallen Township · Mount Joy Township · Mount Pleasant Township · New Oxford Borough · Oxford Township · Reading Township · Straban Township · Tyrone Township · Union Township · York Springs Borough

What’s different in Adams County.

Four things decide what you can build and what it costs: zoning, environmental protections, power for aerobic systems, and the ground itself. We publish each one only where we have checked it — and say so plainly where the answer is “same as the rest of Pennsylvania”.

Zoning & land use

Nothing at the county level in Adams County sets a lot-size minimum or a setback for a septic lot. The county's planning office answers the question directly: zoning and subdivision ordinances are adopted and administered by each municipality, and septic questions go to the municipal sewage enforcement officer. DEP's service tabulation agrees on the sewage side, listing all 34 Adams County municipalities as running their own Act 537 programme. Start with the township or borough office.

Environmental protections

Carbaugh Run is carried on DEP's Chapter 93 drainage lists as Exceptional Value, and 6 further Adams entries are High Quality. A lot draining to one of them loses the § 71.51(b) planning exemption: the sewage module goes to the municipality and then to DEP, which is a second reviewer and a longer clock rather than a different septic system. Check your own stream on the drainage list before assuming the ordinary path.

Geology & soil

The dominant constraint here is slow-percolating subsoil below 12 inches (69.6% of rated soils), followed by bedrock within 60 inches of the surface (62.3%). NRCS rates 89.0% of rated ground very limited for a conventional in-ground trench, 55.7% for a sand mound and 37.4% for drip irrigation -- where conventional is out, drip is often the system that works.
