Juniata County has no county subdivision ordinance. The county's own table of municipal ordinances shows 15 of its 17 municipalities have adopted their own subdivision and land development ordinance and two — Mifflin Borough and Mifflintown Borough — have none, with no county ordinance filling the gap, so lot size and setbacks are a municipal question throughout. On sewage, DEP's tabulation puts nine of the 17 under the Juniata Sewage Committee and leaves the other eight running their own programme.

Juniata County has no Exceptional Value waters, but 5 entries on DEP's Chapter 93 drainage lists are High Quality — including Macedonia Run, Lost Creek, Horse Valley Run. A lot draining to one loses the § 71.51(b) planning exemption, so the sewage module goes to the municipality and then to DEP. That is a second reviewer, not a different septic system. Check your own stream before assuming the ordinary path.

NRCS rates 86.8% of rated ground very limited for a conventional in-ground trench, 64.2% for a sand mound and 42.5% for drip irrigation -- where conventional is out, drip is often the system that works.
