Zoning & land use
Westmoreland County administers its own subdivision and land development ordinance, and the county announced an updated version with new submission requirements taking effect for plans filed from 1 January 2026, after a grace period that ran to the end of 2025. On sewage the county layer is empty: DEP's service tabulation lists all 64 Westmoreland County municipalities as running their own Act 537 program, so the permit and the sewage enforcement officer are the township's or borough's.
Baldwin Creek, Powdermill Run, Tubmill Creek are carried on DEP's Chapter 93 drainage lists as Exceptional Value, and 20 further Westmoreland entries are High Quality. A lot draining to one of them loses the § 71.51(b) planning exemption: the sewage module goes to the municipality and then to DEP, which is a second reviewer and a longer clock rather than a different septic system. Check your own stream on the drainage list before assuming the ordinary path.
The dominant constraint here is slow-percolating subsoil below 12 inches (84.2% of rated soils), followed by a seasonal high water table (51.2%). NRCS rates 97.2% of rated ground very limited for a conventional in-ground trench, 72.9% for a sand mound and 46.2% for drip irrigation -- where conventional is out, drip is often the system that works.
