Zoning & land use

Beaver County does not administer a subdivision ordinance of its own. Its planning commission describes its role as reviewing and endorsing plans filed under municipal ordinances, and what the county publishes is a model subdivision and land development ordinance for municipalities to consider adopting — not one that binds land. DEP's service tabulation lists all 54 Beaver County municipalities as running their own Act 537 programme, so the sewage permit is a township, borough or city matter too.

Environmental protections

Beaver County has no Exceptional Value waters, but 3 entries on DEP's Chapter 93 drainage lists are High Quality — including Traverse Creek, Service Creek, North Fork Little Beaver Creek. A lot draining to one loses the § 71.51(b) planning exemption, so the sewage module goes to the municipality and then to DEP. That is a second reviewer, not a different septic system. Check your own stream before assuming the ordinary path.

Geology & soil

The dominant constraint here is slow-percolating subsoil below 12 inches (81.2% of rated soils), followed by bedrock within 60 inches of the surface (66.3%). NRCS rates 97.6% of rated ground very limited for a conventional in-ground trench, 75.5% for a sand mound and 49.0% for drip irrigation -- where conventional is out, drip is often the system that works.
