Zoning & land use
Washington County answers the two halves of this question differently. On sewage, DEP's service tabulation puts 41 of the county's 66 municipalities under the Washington County Sewage Council, so for most of the county the permitting agency is that council rather than the township. On land use there is no county layer to consult: the county planning department directs all zoning and subdivision questions to the municipality where the property sits, and reviews plans only against county environmental records.
Washington County has no Exceptional Value waters, but 7 entries on DEP's Chapter 93 drainage lists are High Quality — including Mingo Creek, Reservoir No. 4, Reservoir No. 3. A lot draining to one loses the § 71.51(b) planning exemption, so the sewage module goes to the municipality and then to DEP. That is a second reviewer, not a different septic system. Check your own stream before assuming the ordinary path.
The dominant constraint here is slow-percolating subsoil below 12 inches (60.3% of rated soils), followed by slope (55.1%). NRCS rates 98.4% of rated ground very limited for a conventional in-ground trench, 80.6% for a sand mound and 37.7% for drip irrigation -- where conventional is out, drip is often the system that works.
