Zoning & land use
Fayette County holds more of this than most Pennsylvania counties. Its Planning and Zoning Office administers zoning and planning for 31 of the county's 42 municipalities; eleven, among them Uniontown, Connellsville, Perryopolis and Ohiopyle, administer their own. The county Subdivision and Land Development Ordinance, effective 1 July 2006 and amended in March 2026, requires a sewage disposal report carrying everything DEP asks for with each plan — but Section 1001-304.6 leaves the approval itself with the certified Sewage Enforcement Officer serving the municipality.
Quebec Run, Long Run, Sheepskin Run are carried on DEP's Chapter 93 drainage lists as Exceptional Value, and 29 further Fayette entries are High Quality. A lot draining to one of them loses the § 71.51(b) planning exemption: the sewage module goes to the municipality and then to DEP, which is a second reviewer and a longer clock rather than a different septic system. Check your own stream on the drainage list before assuming the ordinary path.
The dominant constraint here is slow-percolating subsoil below 12 inches (69.6% of rated soils), followed by a seasonal high water table (50.8%). NRCS rates 95.0% of rated ground very limited for a conventional in-ground trench, 70.5% for a sand mound and 43.4% for drip irrigation -- where conventional is out, drip is often the system that works.
