Fulton County's own plan review policy is explicit: the county planning commission reviews and comments on subdivisions submitted to a municipality under that municipality's ordinance, its comments are advisory only, and only the municipality may approve or reject a subdivision. There is no county ordinance behind that review. DEP's service tabulation lists all 13 Fulton County municipalities as running their own Act 537 programme, so the sewage permit is municipal too.

South Branch Little Aughwick Creek, Sideling Hill Creek, Crooked Run are carried on DEP's Chapter 93 drainage lists as Exceptional Value, and 4 further Fulton entries are High Quality. A lot draining to one of them loses the § 71.51(b) planning exemption: the sewage module goes to the municipality and then to DEP, which is a second reviewer and a longer clock rather than a different septic system. Check your own stream on the drainage list before assuming the ordinary path.

The dominant constraint here is bedrock within 60 inches of the surface (57.0% of rated soils), followed by slope (40.6%). NRCS rates 95.8% of rated ground very limited for a conventional in-ground trench, 75.8% for a sand mound and 56.6% for drip irrigation -- where conventional is out, drip is often the system that works.
