Under Act 537 a municipality may administer on-lot permits itself, through its own certified Sewage Enforcement Officer. These do — so the application, the fee and the inspection come from your own township or borough office rather than a county department:

New installs and major repairs need a permit from the municipality or joint local agency under Act 537, and the rules that bind are the local ones.

Zoning & land use
Lancaster County's planning department reviews every subdivision and land development plan filed in all 60 municipalities, but that review is advisory under Article V of the Municipalities Planning Code and the plan is approved by the municipality, not the county. DEP's service tabulation lists all 60 as running their own Act 537 sewage program. So the lot-size rule, the setbacks and the sewage permit are all municipal in Lancaster County — the township, borough or city is the office to call first.
Elders Run, Segloch Run, Walnut Run are carried on DEP's Chapter 93 drainage lists as Exceptional Value, and 35 further Lancaster entries are High Quality. A lot draining to one of them loses the § 71.51(b) planning exemption: the sewage module goes to the municipality and then to DEP, which is a second reviewer and a longer clock rather than a different septic system. Check your own stream on the drainage list before assuming the ordinary path.
The dominant constraint here is slow-percolating subsoil below 12 inches (77.9% of rated soils), followed by bedrock within 60 inches of the surface (21.8%). NRCS rates 43.1% of rated ground very limited for a conventional in-ground trench, 27.0% for a sand mound and 15.0% for drip irrigation -- where conventional is out, drip is often the system that works.
