Zoning & land use

Philadelphia is a consolidated city and county, so the layer that holds the rule is the City itself: DEP's service tabulation lists the City of Philadelphia as the Act 537 local agency for the single municipality that is also the county. There is no county subdivision ordinance and no township layer beneath it. Land development runs through Philadelphia Code Title 14 and the City's zoning and permitting offices rather than through a county planning commission.
