In Montgomery County the on-lot sewage permit is issued by the county, not the municipality: the Office of Public Health is the Act 537 local agency for all 62 municipalities and runs the whole sequence, from soil probe and percolation test through design approval to the final inspection by its own sewage enforcement officers.
