DEP's service tabulation lists all 23 Carbon County municipalities as running their own Act 537 sewage program, so the on-lot permit and the Sewage Enforcement Officer are a township or borough matter. At county level the work is plan review: the Office of Planning and Development receives every subdivision and land development plan in the county for the Carbon County Planning Commission, which meets on the third Tuesday of each month in Jim Thorpe. For a lot-size figure, start with the municipality that will issue the permit.

Lehigh River, Shafer Run, Stony Creek are carried on DEP's Chapter 93 drainage lists as Exceptional Value, and 33 further Carbon entries are High Quality. A lot draining to one of them loses the § 71.51(b) planning exemption: the sewage module goes to the municipality and then to DEP, which is a second reviewer and a longer clock rather than a different septic system. Check your own stream on the drainage list before assuming the ordinary path.

The dominant constraint here is bedrock within 60 inches of the surface (49.1% of rated soils), followed by slow-percolating subsoil below 12 inches (40.3%). NRCS rates 96.5% of rated ground very limited for a conventional in-ground trench, 59.2% for a sand mound and 37.7% for drip irrigation -- where conventional is out, drip is often the system that works.
