Lackawanna County's planning department puts it in one sentence: all 40 of the county's municipalities administer their own subdivision and land development regulations, and they are the final approving authority. The county's regional planning commission reviews plans for 30 days and comments; it cannot approve or refuse one. DEP's service tabulation agrees on sewage, listing all 40 municipalities as running their own Act 537 programme.

Environmental protections

Lackawanna County has no Exceptional Value waters, but 6 entries on DEP's Chapter 93 drainage lists are High Quality — including Lackawanna River, Aylesworth Creek, Grassey Island Creek. A lot draining to one loses the § 71.51(b) planning exemption, so the sewage module goes to the municipality and then to DEP. That is a second reviewer, not a different septic system. Check your own stream before assuming the ordinary path.

Geology & soil

The dominant constraint here is slow-percolating subsoil below 12 inches (78.4% of rated soils), followed by a seasonal high water table (61.7%). NRCS rates 99.5% of rated ground very limited for a conventional in-ground trench, 86.3% for a sand mound and 65.1% for drip irrigation -- where conventional is out, drip is often the system that works.
