Under Act 537 a municipality may administer on-lot permits itself, through its own certified Sewage Enforcement Officer. These do — so the application, the fee and the inspection come from your own township or borough office rather than a county department:

New installs and major repairs need a permit from the municipality or joint local agency under Act 537, and the rules that bind are the local ones.

Zoning & land use
Northampton County does have a subdivision ordinance, but Section 121.1 limits it to municipalities that have adopted none — the Lehigh Valley Planning Commission, which acts as the county planning commission, applies it in Chapman, Glendon and West Easton boroughs. In the other 35 of the county's 38 municipalities the borough or township ordinance governs. Even under the county ordinance the permit stays local: Section 444 routes on-lot systems through the municipal Sewage Enforcement Officer and requires a tested, approved primary and secondary absorption area on every lot.
Slateford Creek, Sobers Run are carried on DEP's Chapter 93 drainage lists as Exceptional Value, and 10 further Northampton entries are High Quality. A lot draining to one of them loses the § 71.51(b) planning exemption: the sewage module goes to the municipality and then to DEP, which is a second reviewer and a longer clock rather than a different septic system. Check your own stream on the drainage list before assuming the ordinary path.
The dominant constraint here is slow-percolating subsoil below 12 inches (46.1% of rated soils), followed by a seasonal high water table (39.1%). NRCS rates 75.3% of rated ground very limited for a conventional in-ground trench, 43.0% for a sand mound and 30.9% for drip irrigation -- where conventional is out, drip is often the system that works.
