Under Act 537 a municipality may administer on-lot permits itself, through its own certified Sewage Enforcement Officer. These do — so the application, the fee and the inspection come from your own township or borough office rather than a county department:

Zoning & land use
Luzerne County's Department of Planning and Zoning administers the county subdivision ordinance for 28 of the county's 76 municipalities; the other 48 have their own and get advisory review only. The county ordinance sets no lot-size number: Section 5.53 says residential lot widths and areas shall be no less than the applicable zoning ordinance provides. DEP's service tabulation lists all 76 municipalities as running their own Act 537 sewage program.
Lehigh River is carried on DEP's Chapter 93 drainage lists as Exceptional Value, and 28 further Luzerne entries are High Quality. A lot draining to one of them loses the § 71.51(b) planning exemption: the sewage module goes to the municipality and then to DEP, which is a second reviewer and a longer clock rather than a different septic system. Check your own stream on the drainage list before assuming the ordinary path.
The dominant constraint here is slow-percolating subsoil below 12 inches (69.9% of rated soils), followed by a seasonal high water table (49.1%). NRCS rates 94.6% of rated ground very limited for a conventional in-ground trench, 72.0% for a sand mound and 50.1% for drip irrigation -- where conventional is out, drip is often the system that works.
