Forest County's subdivision ordinance carries a lot-size floor of its own. Table 603A requires 1.0 acre and 125 feet of width for a single-family dwelling on on-lot sewage and water, and Section 603.B requires that size to be increased according to the soil tests anywhere on-lot disposal is planned — the Board will not approve such a subdivision until DEP or the local sewage enforcement officer has approved both the lot size and the system.

Fourmile Run, Toms Run are carried on DEP's Chapter 93 drainage lists as Exceptional Value, and 21 further Forest entries are High Quality. A lot draining to one of them loses the § 71.51(b) planning exemption: the sewage module goes to the municipality and then to DEP, which is a second reviewer and a longer clock rather than a different septic system. Check your own stream on the drainage list before assuming the ordinary path.

The dominant constraint here is bedrock within 60 inches of the surface (77.2% of rated soils), followed by slow-percolating subsoil below 12 inches (69.9%). NRCS rates 99.9% of rated ground very limited for a conventional in-ground trench, 84.8% for a sand mound and 58.1% for drip irrigation -- where conventional is out, drip is often the system that works.
