Zoning & land use

Clarion County sets a lot-size floor that Pennsylvania law does not. Section 206.B.3 of the county subdivision ordinance requires 43,560 square feet — one acre — for a single-family or commercial lot in an area without public sanitary sewage, or without both sewer and public water, with 150 feet of width on an interior lot and 170 feet on a corner. The ordinance governs everywhere in Clarion County except New Bethlehem Borough, which has adopted its own.

Environmental protections

Toms Run, Blyson Run, McCanna Run (Pendleton Run) are carried on DEP's Chapter 93 drainage lists as Exceptional Value, and 11 further Clarion entries are High Quality. A lot draining to one of them loses the § 71.51(b) planning exemption: the sewage module goes to the municipality and then to DEP, which is a second reviewer and a longer clock rather than a different septic system. Check your own stream on the drainage list before assuming the ordinary path.

Geology & soil

The dominant constraint here is slow-percolating subsoil below 12 inches (61.8% of rated soils), followed by a seasonal high water table (50.9%). NRCS rates 82.6% of rated ground very limited for a conventional in-ground trench, 77.8% for a sand mound and 51.2% for drip irrigation -- where conventional is out, drip is often the system that works.
