Zoning & land use

Erie County Department of Health, not the township, is the Act 537 local agency for all 38 Erie County municipalities: it issues the on-lot sewage permit and its Environmental Services division reviews the survey plan for any subdivision proposing on-lot disposal, deciding whether a local planning waiver will do or whether the file goes to DEP. The Department publishes its own fee schedule for that review. Lot-size minimums and setbacks beyond the state standard come from municipal zoning.

Environmental protections

Beaver Run is carried on DEP's Chapter 93 drainage lists as Exceptional Value, and 9 further Erie entries are High Quality. A lot draining to one of them loses the § 71.51(b) planning exemption: the sewage module goes to the municipality and then to DEP, which is a second reviewer and a longer clock rather than a different septic system. Check your own stream on the drainage list before assuming the ordinary path.

Geology & soil

The dominant constraint here is a seasonal high water table (87.6% of rated soils), followed by slow-percolating subsoil below 12 inches (77.0%). NRCS rates 98.3% of rated ground very limited for a conventional in-ground trench, 84.6% for a sand mound and 80.2% for drip irrigation -- where conventional is out, drip is often the system that works.
