Zoning & land use
Crawford County adopted its first county-wide subdivision ordinance in 2025. It governs all land in the county except in cities, boroughs and townships that have enacted their own, and it sets no lot-size number: Section 701.2 sends lot area, width and setback to the municipal zoning ordinance, or where there is none, to the ordinance's own character-area standards. DEP's tabulation lists 50 of the county's 51 municipalities as running their own sewage program.
Caldwell Creek is carried on DEP's Chapter 93 drainage lists as Exceptional Value, and 13 further Crawford entries are High Quality. A lot draining to one of them loses the § 71.51(b) planning exemption: the sewage module goes to the municipality and then to DEP, which is a second reviewer and a longer clock rather than a different septic system. Check your own stream on the drainage list before assuming the ordinary path.
The dominant constraint here is a seasonal high water table (87.2% of rated soils), followed by slow-percolating subsoil below 12 inches (75.6%). NRCS rates 95.2% of rated ground very limited for a conventional in-ground trench, 73.3% for a sand mound and 69.3% for drip irrigation -- where conventional is out, drip is often the system that works.
