What’s different in Monroe County.

Four things decide what you can build and what it costs: zoning, environmental protections, power for aerobic systems, and the ground itself. We publish each one only where we have checked it — and say so plainly where the answer is “same as the rest of Pennsylvania”.

Zoning & land use

Monroe County has no county subdivision ordinance and no county-wide sewage agency. Its planning commission reports that all 20 municipalities in the county have their own zoning and subdivision and land development ordinances, and DEP's service tabulation lists all 20 as running their own Act 537 programme. The county's role in on-lot work is a review signature on the planning module, not a rule of its own — so lot size, setbacks and the permit are all municipal.

Environmental protections

Monroe County's streams sit heavily in Pennsylvania's special-protection tiers: Devils Hole Creek, Spruce Cabin Run and McMichael Creek above T434 are Exceptional Value, and the Brodhead, Pocono and Paradise Creek main stems are High Quality. That matters procedurally. Under 25 Pa. Code § 71.51(b)(1)(iii) a lot inside an HQ or EV watershed cannot use the exemption from Act 537 planning, so a planning module goes to the township and then to DEP. Check your own stream: designations change mid-course.

Geology & soil

Sixty-two percent of Monroe County is soils formed in glacial till, and the dominant Wellsboro, Lackawanna, Swartswood and Bath series all carry a slowly permeable fragipan. The county soil survey names wetness, slow permeability and shallow depth to bedrock as the main problems for homesites, and rates septic absorption fields severe on most of them. Under 25 Pa. Code § 73.51 a limiting zone shallower than 60 inches forces an elevated sand mound, so budget for a mound rather than a conventional trench.
