Zoning & land use

Jefferson County splits the two layers cleanly. On sewage, DEP's service tabulation puts 32 of the county's 34 municipalities under one body, the Jefferson County Sewage Association, so most permits run through that agency rather than a township office. On land use there is nothing at the county level at all: the county's own Department of Development states that Jefferson County has no county-wide subdivision and land development ordinance and no county zoning, so lot size and setbacks come from the municipality.

Environmental protections

South Branch of North Fork Redbank Creek, Shippen Run, Craft Run are carried on DEP's Chapter 93 drainage lists as Exceptional Value, and 14 further Jefferson entries are High Quality. A lot draining to one of them loses the § 71.51(b) planning exemption: the sewage module goes to the municipality and then to DEP, which is a second reviewer and a longer clock rather than a different septic system. Check your own stream on the drainage list before assuming the ordinary path.
