Both layers in Tioga County are county-run for most of it. DEP's service tabulation puts 32 of the county's 39 municipalities under the North Central Sewage Agency for Act 537 permitting rather than their own township office. On land use, the Tioga County Planning Commission reports that eight municipalities have adopted their own subdivision ordinance and the county ordinance governs the other 31; there is no county-wide zoning ordinance, so lot size comes from municipal zoning where it exists.

Pine Creek, Pine Island Run, Nickel Run are carried on DEP's Chapter 93 drainage lists as Exceptional Value, and 15 further Tioga entries are High Quality. A lot draining to one of them loses the § 71.51(b) planning exemption: the sewage module goes to the municipality and then to DEP, which is a second reviewer and a longer clock rather than a different septic system. Check your own stream on the drainage list before assuming the ordinary path.

The dominant constraint here is slow-percolating subsoil below 12 inches (87.8% of rated soils), followed by a seasonal high water table (49.2%). NRCS rates 99.5% of rated ground very limited for a conventional in-ground trench, 85.7% for a sand mound and 70.3% for drip irrigation -- where conventional is out, drip is often the system that works.
