Under Act 537 a municipality may administer on-lot permits itself, through its own certified Sewage Enforcement Officer. These do — so the application, the fee and the inspection come from your own township or borough office rather than a county department:

Zoning & land use
Clinton County's subdivision ordinance covers 14 named municipalities — Allison, Chapman, Colebrook, Crawford, Dunnstable, Gallagher, Leidy, Logan, Noyes and West Keating townships and Avis, Loganton, Renovo and South Renovo boroughs. It sets no lot-size number of its own: Section 603.2.A defers area, width, yard and setback to the zoning ordinance of the municipality. DEP's tabulation lists all 29 Clinton County municipalities as running their own Act 537 program.
Cooks Run, Onion Run, Fish Dam Run are carried on DEP's Chapter 93 drainage lists as Exceptional Value, and 39 further Clinton entries are High Quality. A lot draining to one of them loses the § 71.51(b) planning exemption: the sewage module goes to the municipality and then to DEP, which is a second reviewer and a longer clock rather than a different septic system. Check your own stream on the drainage list before assuming the ordinary path.
The dominant constraint here is bedrock within 60 inches of the surface (66.9% of rated soils), followed by slow-percolating subsoil below 12 inches (58.2%). NRCS rates 96.3% of rated ground very limited for a conventional in-ground trench, 76.1% for a sand mound and 61.6% for drip irrigation -- where conventional is out, drip is often the system that works.
