Centre County's Planning and Community Development Office says its own subdivision and land development ordinance takes jurisdiction where a municipality has not adopted one, so which document governs a Centre County parcel depends on the township or borough it sits in. On sewage there is no county layer: DEP's service tabulation lists all 35 Centre County municipalities as running their own Act 537 program, so the permit comes from the municipal sewage enforcement officer.

Black Bear Run, Benner Run, Rock Run are carried on DEP's Chapter 93 drainage lists as Exceptional Value, and 43 further Centre entries are High Quality. A lot draining to one of them loses the § 71.51(b) planning exemption: the sewage module goes to the municipality and then to DEP, which is a second reviewer and a longer clock rather than a different septic system. Check your own stream on the drainage list before assuming the ordinary path.

The dominant constraint here is slow-percolating subsoil below 12 inches (49.2% of rated soils), followed by bedrock within 60 inches of the surface (47.8%). NRCS rates 86.4% of rated ground very limited for a conventional in-ground trench, 64.6% for a sand mound and 45.0% for drip irrigation -- where conventional is out, drip is often the system that works.
