Permits

Who issues them here.

Your township or borough

27 municipalities run their own Act 537 program here

Under Act 537 a municipality may administer on-lot permits itself, through its own certified Sewage Enforcement Officer. These do — so the application, the fee and the inspection come from your own township or borough office rather than a county department:

Bear Lake Borough · Brokenstraw Township · Cherry Grove Township · Clarendon Borough · Columbus Township · Conewango Township · Deerfield Township · Eldred Township · Elk Township · Farmington Township · Freehold Township · Glade Township · Limestone Township · Mead Township · Pine Grove Township · Pittsfield Township · Pleasant Township · Sheffield Township · Southwest Township · Spring Creek Township · Sugar Grove Borough · Sugar Grove Township · Tidioute Borough · Triumph Township · Warren City · Watson Township · Youngsville Borough

Permit fees, forms & process

New installs and major repairs need a permit from the municipality or joint local agency under Act 537, and the rules that bind are the local ones.

What’s different in Warren County.

Four things decide what you can build and what it costs: zoning, environmental protections, power for aerobic systems, and the ground itself. We publish each one only where we have checked it — and say so plainly where the answer is “same as the rest of Pennsylvania”.

Zoning & land use

Warren County publishes a county subdivision and land development ordinance, last amended in August 2022, which under the Municipalities Planning Code governs in municipalities that have not adopted one of their own. On sewage there is no county body at all: DEP's service tabulation lists all 27 Warren County municipalities as running their own Act 537 program, so the permit and the sewage enforcement officer belong to the township, borough or city.

Environmental protections

Browns Run, Dutchman Run, UNT 56502 to UNT 56501 are carried on DEP's Chapter 93 drainage lists as Exceptional Value, and 24 further Warren entries are High Quality. A lot draining to one of them loses the § 71.51(b) planning exemption: the sewage module goes to the municipality and then to DEP, which is a second reviewer and a longer clock rather than a different septic system. Check your own stream on the drainage list before assuming the ordinary path.

Geology & soil

The dominant constraint here is slow-percolating subsoil below 12 inches (78.3% of rated soils), followed by a seasonal high water table (68.9%). NRCS rates 100.0% of rated ground very limited for a conventional in-ground trench, 82.6% for a sand mound and 61.2% for drip irrigation -- where conventional is out, drip is often the system that works.
