Permits

Who issues them here.

Your township or borough

16 municipalities run their own Act 537 programme here

Under Act 537 a municipality may administer on-lot permits itself, through its own certified Sewage Enforcement Officer. These do — so the application, the fee and the inspection come from your own township or borough office rather than a county department:

Armagh Township · Bratton Township · Brown Township · Burnham Borough · Decatur Township · Derry Township · Granville Township · Juniata Terrace Borough · Kistler Borough · Lewistown Borough · McVeytown Borough · Menno Township · Newton Hamilton Borough · Oliver Township · Union Township · Wayne Township

Any new system or major repair in Mifflin County needs a permit before construction starts. This county’s full guide is still in production — the authority contact shown here is the official source in the meantime.

What’s different in Mifflin County.

Four things decide what you can build and what it costs: zoning, environmental protections, power for aerobic systems, and the ground itself. We publish each one only where we have checked it — and say so plainly where the answer is “same as the rest of Pennsylvania”.

Zoning & land use

Mifflin County's subdivision ordinance applies in six of the county's 16 municipalities — Bratton and Wayne townships and Juniata Terrace, Kistler, McVeytown and Newton Hamilton boroughs — while the other ten have adopted their own. It carries a table of minimum lot standards for residential subdivisions and a separate water-supply and sewage-facilities section. DEP's service tabulation lists all 16 municipalities as running their own Act 537 sewage programme.

Environmental protections

Mifflin County has no Exceptional Value waters, but 16 entries on DEP's Chapter 93 drainage lists are High Quality — including Unnamed Tributaries to Juniata River, Furnace Run, Beaverdam Run. A lot draining to one loses the § 71.51(b) planning exemption, so the sewage module goes to the municipality and then to DEP. That is a second reviewer, not a different septic system. Check your own stream before assuming the ordinary path.

Geology & soil

The dominant constraint here is slow-percolating subsoil below 12 inches (51.4% of rated soils), followed by bedrock within 60 inches of the surface (48.7%). NRCS rates 89.9% of rated ground very limited for a conventional in-ground trench, 75.5% for a sand mound and 52.1% for drip irrigation -- where conventional is out, drip is often the system that works.
