Indiana County imposes a lot-size floor that Pennsylvania law does not. Section 509.6(A)(1) of the county subdivision ordinance requires 150 feet of width at the building line and 43,560 square feet — a full acre — for any lot served by neither public sewer nor public water; with one utility present it drops to 100 feet and 21,780 square feet. The ordinance controls in every township and borough except White, East Wheatfield, Burrell, Indiana, Blairsville and Homer City.

Indiana County has no Exceptional Value waters, but 6 entries on DEP's Chapter 93 drainage lists are High Quality — including Little Mahoning Creek, South Branch Plum Creek, Clark Run. A lot draining to one loses the § 71.51(b) planning exemption, so the sewage module goes to the municipality and then to DEP. That is a second reviewer, not a different septic system. Check your own stream before assuming the ordinary path.

Indiana County is unglaciated Pittsburgh Low Plateau, and the controlling fact is depth to rock. Its leading soil association, Gilpin-Weikert-Ernest, covers about a third of the county and sits on hard shale or siltstone at roughly 24 inches. The county soil survey calls these soils severely limited for septic filter fields and warns effluent can reach groundwater or surface downslope. That puts the limiting zone well above Chapter 73's 60-inch line, so elevated sand mounds are normal and the shallowest ground may not be permittable.
