Permits

Who issues them here.

Mercer County Joint Sewage Agency

Covers 18 of this county's 48 municipalities — the rest run their own programme

Your township or borough

30 municipalities run their own Act 537 programme here

Under Act 537 a municipality may administer on-lot permits itself, through its own certified Sewage Enforcement Officer. These do — so the application, the fee and the inspection come from your own township or borough office rather than a county department:

Coolspring Township · Farrell City · Fredonia Borough · Greene Township · Greenville Borough · Grove City Borough · Hempfield Township · Hermitage City · Jackson Center Borough · Jamestown Borough · Lake Township · Mercer Borough · Mill Creek Township · New Lebanon Borough · Otter Creek Township · Pymatuning Township · Salem Township · Sandy Lake Borough · Sharon City · Sharpsville Borough · Sheakleyville Borough · Shenango Township · Springfield Township · Stoneboro Borough · West Middlesex Borough · West Salem Township · Wheatland Borough · Wilmington Township · Wolf Creek Township · Worth Township

Permit fees, forms & process

Any new system or major repair in Mercer County needs a permit before construction starts. This county’s full guide is still in production — the authority contact shown here is the official source in the meantime.

Local rules

What’s different in Mercer County.

Four things decide what you can build and what it costs: zoning, environmental protections, power for aerobic systems, and the ground itself. We publish each one only where we have checked it — and say so plainly where the answer is “same as the rest of Pennsylvania”.

Zoning & land use

Mercer County adopted a new subdivision ordinance in 2025, and it carries a lot-size floor. Table 503.2 requires one acre of net lot area, 100 feet of width and a 35-foot front setback for a lot with approved on-lot sewer, though Section 503.1 gives way to a municipal zoning ordinance wherever one exists. On sewage, DEP's tabulation puts 18 of the county's 48 municipalities under the Mercer County Joint Sewage Agency.

Environmental protections

Nothing in Mercer County changes this. Pennsylvania’s antidegradation rules in 25 Pa. Code Chapter 93 give High Quality and Exceptional Value waters extra protection, which can change what an SEO will approve and what DEP planning a subdivision needs.

Geology & soil

The dominant constraint here is a seasonal high water table (90.4% of rated soils), followed by slow-percolating subsoil below 12 inches (84.7%). NRCS rates 98.5% of rated ground very limited for a conventional in-ground trench, 90.8% for a sand mound and 88.2% for drip irrigation.
