Zoning & land use

Wayne County's own planning office puts the position plainly: 25 of the county's 28 municipalities have adopted their own subdivision and land development ordinance, and the county ordinance is in effect only in Dyberry and South Canaan townships and Prompton Borough. So for almost every parcel in Wayne County the lot-size rule is municipal. DEP's service tabulation likewise lists all 28 municipalities as running their own Act 537 sewage programme.

Environmental protections

East Branch Dyberry Creek, Big Brook, Unnamed Tributary to Starrucca Creek at RM 11.68 are carried on DEP's Chapter 93 drainage lists as Exceptional Value, and 31 further Wayne entries are High Quality. A lot draining to one of them loses the § 71.51(b) planning exemption: the sewage module goes to the municipality and then to DEP, which is a second reviewer and a longer clock rather than a different septic system. Check your own stream on the drainage list before assuming the ordinary path.

Geology & soil

The dominant constraint here is slow-percolating subsoil below 12 inches (88.0% of rated soils), followed by a seasonal high water table (67.6%). NRCS rates 99.5% of rated ground very limited for a conventional in-ground trench, 89.3% for a sand mound and 69.6% for drip irrigation -- where conventional is out, drip is often the system that works.
