The Jefferson County General Health District administers household sewage under its own rules as well as the state chapter, and does not publish them. Residents wanting a copy of the district's household sewage disposal system rules, or of Ohio Administrative Code Chapter 3701-29, are told to contact the Environmental Division for it. Anyone installing or altering a system in Jefferson County needs a district permit, and so does new home construction.

Ohio EPA's general permit for discharging household systems (OHK000004, Part II.C.2(e)) bars a new discharge to any of these, or to a tributary within one mile upstream. On those parcels the off-lot discharging route is closed and the system has to be a soil-absorption design, whatever the lot looks like.

The dominant constraint here is slope (84.7% of rated soils), followed by unstable slopes that can creep or slide (64.4%).
