How Minnesota permitting works
Minnesota licenses every septic (SSTS) business statewide through the MPCA, but permits are issued locally: counties administer SSTS programs under the state rules (Minn. R. 7080–7083), and some cities and townships run their own — 188 local programs in all, with Ramsey County covered entirely by its city and township programs. County pages name the actual local program.
