No county body sets zoning in Erie County. The county publishes a zoning contact for each jurisdiction separately — the cities of Huron, Sandusky and Vermilion; Berlin, Florence, Groton, Huron, Margaretta, Milan, Oxford, Perkins and Vermilion townships; and the villages of Bay View, Berlin Heights, Castalia, Kelleys Island and Milan — and lists no county zoning resolution among them.

West Branch Huron river (Superior High Quality Water, Slate run (RM 10.52) to the mouth); Huron river (Superior High Quality Water, East/West branch confluence (RM 14.7) to the Ohio turnpike (RM 9.1)); Vermilion river (Outstanding State Water (ecological), Southwest branch (RM 47.66) to state route 2 (RM 3.15)). Ohio EPA's general permit for discharging household systems (OHK000004, Part II.C.2(e)) bars a new discharge to any of these, or to a tributary within one mile upstream. On those parcels the off-lot discharging route is closed and the system has to be a soil-absorption design, whatever the lot looks like.

The dominant constraint here is a water table close to the surface (58.5% of rated soils), followed by water standing on the surface (28.8%).
