Zoning covers very little of Muskingum County. The county's own zoning explainer records that zoning covers in whole only the City of Zanesville, the villages of Frazeysburg and New Concord, and Wayne Township, with Falls Township having zoned its eastern half, and notes that county-wide zoning would have to be voted on by each individual township under the Ohio Revised Code.

Ohio EPA's general permit for discharging household systems (OHK000004, Part II.C.2(e)) bars a new discharge to any of these, or to a tributary within one mile upstream. On those parcels the off-lot discharging route is closed and the system has to be a soil-absorption design, whatever the lot looks like.

The dominant constraint here is slope (73.1% of rated soils), followed by unstable slopes that can creep or slide (56.6%).
