Two health districts permit household sewage systems inside Scioto County. The Scioto County Health Department serves most of the county; the city of Portsmouth is served by the Portsmouth City Health Department. Which of the two issues the permit follows the municipal boundary rather than the county line, so a Portsmouth address is outside the county department's jurisdiction.

Ohio EPA's general permit for discharging household systems (OHK000004, Part II.C.2(e)) bars a new discharge to any of these, or to a tributary within one mile upstream. On those parcels the off-lot discharging route is closed and the system has to be a soil-absorption design, whatever the lot looks like.

The dominant constraint here is slope (74.9% of rated soils), followed by unstable slopes that can creep or slide (32.0%).
