Zoning & land use

No county office in Lake County issues septic permits — TDEC's Division of Water Resources does. Its septic-assistance map assigns Lake County to the Jackson Environmental Field Office, and that is where the construction-permit application and fee go. Lake County is not one of the nine counties TDEC contracts to run their own septic programme, so Rule 0400-48-01 is the standard the site is judged against.

Environmental protections

Nothing in Lake County changes this. Tennessee’s separation distances are statewide: a disposal field sits at least 50 feet from a water supply and 25 feet from sinkholes, streams, gullies and cut banks, and the state may increase those distances where soils warrant (Rule 0400-48-01-.11). The water table must be at least four feet below the bottom of the disposal field unless soil conditions protect groundwater some other way (Rule 0400-48-01-.04(2)).

A seasonal high water table is the governing constraint in Lake County, on 91.2% of the soils Tennessee's own NRCS septic interpretation rates, with subsoil that percolates too slowly next at 12.3%. That interpretation puts 82.1% of rated ground in the very limited class for a conventional disposal field, and leaves 21% of the county unrated. A very limited rating is not a bar on building; it means the site needs a design fitted to that constraint rather than a standard trench field.
