Septic isn’t a rural afterthought in Bexar County: the county itself estimates on-site systems handle about a quarter of all wastewater treatment locally. Permitting offices countywide authorized 863 new systems in 2024, part of 10,003 over the past decade, the sixth-highest total of any Texas county. What makes Bexar unusual isn’t volume, though. It’s that a conventional septic permit here doesn’t last forever: Bexar County requires renewal every five years, documented with a pump-out receipt filed alongside the renewal fee. Miss it, and you’re on the county’s violation list, which runs from expired permits to illegal discharge, the one Environmental Services calls the most serious.

Geography writes the design rules. North of the Balcones Escarpment, subdivisions climb onto the Edwards Plateau and, in places, onto the Edwards Aquifer recharge zone, where state rule 30 TAC 285.40 takes over: minimum one acre per home, planning documents stamped by a professional engineer or sanitarian, tanks kept 50 feet and drainfields 150 feet from any recharge feature. (Lots platted before March 26, 1974 are grandfathered on the acreage.) Through the middle of the county runs a band of Blackland Prairie, gray-to-black cracking clays with high shrink-swell that punish rigid pipe and slow percolation, before the south flattens into loamy ground that’s generally kinder to drainfields. The 2024 permit mix reflects that split: surface-irrigation aerobic systems led with 450 authorizations, but 179 conventional trench-and-bed installations and 116 drip fields were still installed where soils allow.

Aerobic owners carry ongoing obligations. The initial permit covers two years post-install; after that, Bexar County expects a maintenance contract on file and pushes providers to report service visits to the county’s designated representative, worth knowing before you buy a home with an aerobic system. One more local wrinkle for builders: CPS Energy won’t release an electric meter for new construction on septic until the OSSF clears the county permitting process.

Permitting is handled through Bexar County Environmental Services for nearly the whole county; Elmendorf, Hill Country Village, Shavano Park, and Hollywood Park run their own small programs within their city limits. What’s different in Bexar County.

Zoning & land use

Bexar County issues the septic permit for the whole county outside several named cities. It holds that job only because the commissioners court adopted an on-site sewage facility order and TCEQ approved it (Health and Safety Code § 366.031), and § 366.032(b) makes that order prevail wherever it is stricter than 30 TAC Chapter 285. Ask the office for its current order — Texas counties have no general zoning power, so the order, not zoning, is where a local siting rule sits.

Environmental protections

Bexar County is inside the area 30 TAC Chapter 213 covers. The contributing zone takes in all of the county. On the recharge zone §285.40's siting rules apply, and where the site needs a TCEQ protection plan the San Antonio regional office must approve it before the authorized agent issues a permit. §213.5(h)(2) exempts an owner building their own single-family home at 20 percent impervious cover or less. Geology & soil

The dominant constraint here is clayey subsoil that water moves through too slowly (38.3% of rated soils), followed by bedrock close to the surface (32.4%). NRCS rates 69.8% of rated ground very limited for a standard soil absorption field, 36.4% for subsurface drip and 30.7% for surface application with disinfection. Where a conventional field will not pass, surface application is usually the route that does.
