Ownership here follows East Texas rhythms rather than metro ones. Volume is modest (817 county-issued permits over the past decade) because much of the population lives inside Texarkana, Wake Village, Nash, and New Boston, where sewers reach. Septic country is everything between: acreages off US 82, homesteads toward De Kalb and Redwater, camps near Wright Patman Lake. Buyers from drier parts of Texas consistently underestimate two line items: the near-certainty of an aerobic system with its ongoing maintenance contract obligations, and the value of documented pump-outs when tanks sit in wet ground.
Jurisdiction is refreshingly simple by big-county standards: Bowie County’s office in New Boston administers on-site permitting for the whole county except the City of Texarkana, which runs its own program. Zoning & land use
Bowie County issues the septic permit for the whole county except the city of Texarkana. It holds that job only because the commissioners court adopted an on-site sewage facility order and TCEQ approved it (Health and Safety Code § 366.031), and § 366.032(b) makes that order prevail wherever it is stricter than 30 TAC Chapter 285. Ask the office for its current order — Texas counties have no general zoning power, so the order, not zoning, is where a local siting rule sits.

Texas adds a separate approval path over the Edwards Aquifer recharge, transition and contributing zones, where TCEQ requires an Edwards Aquifer Protection Plan under 30 TAC Chapter 213. Elsewhere the Chapter 285 rules stand on their own.
The dominant constraint here is clayey subsoil that water moves through too slowly (48.8% of rated soils), followed by a seasonal high water table (31.1%). NRCS rates 72.0% of rated ground very limited for a standard soil absorption field, 98.9% for subsurface drip and 98.9% for surface application with disinfection.
