Brazoria County’s own permitting office authorized 655 septic systems in 2025: 479 surface-irrigation systems, 157 drip fields, 14 leaching chambers, four gravel-less lines and one mound. The standard trench-and-bed drainfield, the default across most of Texas, appears in the county’s column as zero, and it was zero in 2024 too, when the county authorized 541. The three cities that run their own programs, Manvel, Brookside Village and Surfside Beach, added 20 more in 2025, and only on the barrier island at Surfside did a soil-absorption method outnumber spray. Both years’ figures were pulled from TCEQ’s annual authorized-agent reports, and each Brazoria row was re-added for this page.

The ground explains it twice over. The 1981 USDA soil survey puts about 30 percent of the county in the Lake Charles map unit, “clayey, somewhat poorly drained, very slowly permeable soils; on coastal terraces,” another 19 percent in the Pledger-Brazoria river clays and 18 percent in saline marsh soils along the Gulf, and states the consequence plainly: “Clayey or wet soils are poorly suited to use as septic tank absorption fields.” The USGS’s study of the Houston-area aquifers, which covers Brazoria County, adds the second problem: from the updip outcrop “southward to the coast, water-table and perched water-table conditions exist in the shallow sediments,” and toward the coast the Beaumont Clay is “predominantly clay.”

NRCS’s current survey of the county (TX039) carries 61 soil map units. Queried through Soil Data Access for this page, 45 of them rate “Very limited” for a septic absorption field on their dominant soil; 42 because water moves too slowly, 43 because the saturated zone sits too close to the surface, and many for both. Lake Charles clay alone covers 256,358 acres. The only “Somewhat limited” ground is the Brazos bottom: four map units of Asa and Norwood silt loams, the well-drained terraces the 1981 survey calls “moderately permeable,” limited by flooding rather than clay. Nearly everywhere else the answer is an aerobic system spraying or dripping treated effluent above the clay.

The county’s Order, adopted June 10, 2010 and approved by TCEQ twenty days later, has been in force unchanged since. It sets no minimum lot size and leaves the state’s 10-acre exemption in place for a single dwelling on a single tract, which the county’s own permitting page restates. It adds requirements for people rather than land. Every installer and maintenance provider must register with Brazoria County Environmental Health, at no charge, and a Class C conviction costs a registrant $125 the first time and a twelve-month suspension by the fourth. No property owner may install a system unless the owner is a licensed and county-registered installer. No homeowner may take over maintenance of an aerobic system without passing a TCEQ-approved course or holding a Class D wastewater license, an option the state rule leaves open. And a failing system must be under repair within ten days of the county’s notice.

Brazoria County Environmental Health in Angleton permits the unincorporated county; Manvel, Brookside Village and Surfside Beach permit inside their own limits, and the Texas permit authority table lists all four. The county’s fee schedule lists a residential permit at $250, and it expires in a year if the system is not installed. Brazoria County’s population reached 419,080 in the Census Bureau’s July 2025 estimate, 7,664 higher than in 2024 and 47,034 above the April 2020 base.

Zoning & land use

Brazoria County issues the septic permit for the unincorporated county. It holds that job only because the commissioners court adopted an on-site sewage facility order and TCEQ approved it (Health and Safety Code § 366.031), and § 366.032(b) makes that order prevail wherever it is stricter than 30 TAC Chapter 285. Ask the office for its current order — Texas counties have no general zoning power, so the order, not zoning, is where a local siting rule sits.

Environmental protections

Nothing in Brazoria County changes this. Texas adds a separate approval path over the Edwards Aquifer recharge, transition and contributing zones, where TCEQ requires an Edwards Aquifer Protection Plan under 30 TAC Chapter 213. Elsewhere the Chapter 285 rules stand on their own.

Geology & soil

The dominant constraint here is clayey subsoil that water moves through too slowly (67.7% of rated soils), followed by flooding (50.2%). NRCS rates 96.3% of rated ground very limited for a standard soil absorption field, 70.9% for subsurface drip and 58.7% for surface application with disinfection. Where a conventional field will not pass, surface application is usually the route that does.
