No county body sets septic rules in Castro County. The commissioners court has adopted no on-site sewage facility order, so the county is not a TCEQ authorized agent under Health and Safety Code § 366.031 and there is no local layer at all: the permit comes from TCEQ Region 01 (Amarillo) and 30 TAC Chapter 285 applies exactly as written. Texas gives counties no general zoning power either, so unincorporated land here carries neither county zoning nor a county septic order.
