Buffalo Bayou splits Harris County’s septic story in two. South of it, heavy black coastal clay drains so slowly that conventional drainfields struggle; north of it, sandy loam gives installers real options. The permit ledger shows both halves at work: of 720 systems authorized in unincorporated Harris County in 2024, surface-irrigation aerobic units (297) and drip fields (281) ran nearly even, spray where clay rules and drip where soils and lot sizes cooperate, with raised mounds covering many of the rest. Over the past decade, the county has permitted 8,179 systems, eighth-most in Texas, all of it on the fringe of a metro better known for sewers.

Water is the county’s oldest engineering problem, and septic rules carry that memory. Decades of groundwater pumping caused land to sink near the Buffalo Bayou–San Jacinto confluence; Addicks and Barker dams exist because flat coastal prairie doesn’t shed storms. So it’s fitting that a Harris County OSSF application literally requires a FEMA Flood Insurance Rate Map with your site marked on it. Floodplain screening is built into every septic permit, next to the required site evaluation, three plan sets, and an affidavit recorded with the County Clerk. Nothing gets buried unseen, either: components must be inspected before cover, on 24 hours’ notice to the Engineering Department.

Two resources here that most Texas counties can’t match. The Houston-Galveston Area Council maintains a regional map of permitted systems you can search by age and permitting authority, including flagged “likely locations” of old or unpermitted systems, useful for due diligence on any resale. H-GAC also runs a Homeowner Wastewater Assistance Program that funds repair or replacement of failing systems for income-qualified owners, no match required. Jurisdiction check: the county program covers unincorporated Harris County, while inside Houston and the county’s other cities, municipal rules apply, and a strip near Lake Houston’s watershed has its own carve-out. What’s different in Harris County.

Zoning & land use

Harris County issues the septic permit for the unincorporated county, with named exceptions. It holds that job only because the commissioners court adopted an on-site sewage facility order and TCEQ approved it (Health and Safety Code § 366.031), and § 366.032(b) makes that order prevail wherever it is stricter than 30 TAC Chapter 285. Ask the office for its current order — Texas counties have no general zoning power, so the order, not zoning, is where a local siting rule sits.

Environmental protections

Nothing in Harris County changes this. Texas adds a separate approval path over the Edwards Aquifer recharge, transition and contributing zones, where TCEQ requires an Edwards Aquifer Protection Plan under 30 TAC Chapter 213. Elsewhere the Chapter 285 rules stand on their own.

Geology & soil

The dominant constraint here is a seasonal high water table (49.7% of rated soils), followed by clayey subsoil that water moves through too slowly (27.8%). NRCS rates 61.2% of rated ground very limited for a standard soil absorption field, 80.3% for subsurface drip and 61.6% for surface application with disinfection.
