What’s different in San Augustine County.

Zoning & land use

No county body in San Augustine County regulates septic. The commissioners court has adopted no on-site sewage facility order, so under Health and Safety Code § 366.031 the county is not a TCEQ authorized agent. The Angelina and Neches River Authority is the designated agent for San Augustine County outside the Sabine River basin area, and the permit comes from it rather than from a county office. TCEQ Region 10 in Beaumont backstops the rest.

Environmental protections

Nothing in San Augustine County changes this. Texas adds a separate approval path over the Edwards Aquifer recharge, transition and contributing zones, where TCEQ requires an Edwards Aquifer Protection Plan under 30 TAC Chapter 213. Elsewhere the Chapter 285 rules stand on their own.

Geology & soil

The dominant constraint here is clayey subsoil that water moves through too slowly (39.7% of rated soils), followed by flooding (14.1%). NRCS rates 54.1% of rated ground very limited for a standard soil absorption field, 92.4% for subsurface drip and 89.4% for surface application with disinfection.
