Morrow County's zoning resolution is adopted at county level but takes effect only where a township votes it in. Seven of the county's sixteen townships have adopted county-wide zoning — Bennington, Canaan, Congress excluding Candlewood, Gilead, Harmony, North Bloomfield and Washington — and Franklin, Perry and Peru townships currently have no zoning regulations at all.

The dominant constraint here is water perching on a restrictive layer (38.8% of rated soils), followed by a water table close to the surface (19.7%).
