Franklin County zoning is split. The county's Zoning Division enforces the Franklin County Zoning Resolution, effective 20 February 2026, but seven townships — Blendon, Jackson, Jefferson, Perry, Plain, Prairie and Washington — administer their own regulations and have to be contacted directly about property inside them. Which zoning text applies to a parcel therefore depends on its township, not on the county boundary.

The dominant constraint here is water perching on a restrictive layer (39.3% of rated soils), followed by a water table close to the surface (30.4%).
