No county body sets zoning in Champaign County. The county's published roster of zoning inspectors names a separate inspector for each of twelve townships — Adams, Concord, Goshen, Harrison, Jackson, Johnson, Mad River, Rush, Salem, Union, Urbana and Wayne — plus the City of Urbana and the villages of Mechanicsburg, North Lewisburg and St. Paris. No county zoning inspector appears on it.

Ohio EPA's general permit for discharging household systems (OHK000004, Part II.C.2(e)) bars a new discharge to any of these, or to a tributary within one mile upstream. On those parcels the off-lot discharging route is closed and the system has to be a soil-absorption design, whatever the lot looks like.
